The Financial Crime Compliance (FCC) function forms part of the Second Line of Defence in the Firm’s Three Lines of Defence model.
FCC is responsibilities is designing and maintaining a robust financial crime prevention framework that (i) manages our financial crime risk in line with our risk appetite (ii) meets legal and regulatory obligations in all the jurisdictions in which we operate and (iii) harnesses industry practice and standards.
As part of its role, FCC provides oversight and challenge of First Line of Defence’s financial crime risk management activities and associated systems and controls. One way we achieve this is through our Assurance Programme which involves performing formalised reviews on the adherence to and effectiveness of our policies, standards and related procedures.
The Financial Crime Compliance Officer will be primarily responsible for supporting the delivery of the assurance monitoring programme. This will require the testing first line of defence’s implementation of the financial crime prevention framework through performance of an annually agreed plan of assurance assignments (thematic and targeted). The issues identified, and the corresponding recommendations/agreed action plans to address deficiencies, are reported to relevant senior and executive management through formal reports. The agreed actions are monitored for completion within defined timeframes to ensure the appropriate and complete remediation of gaps is achieved; regular reporting on the progress to complete actions is similarly reported to senior and executive management.
The Global Financial Crime Compliance team comprises c.25 full time staff based in London, New York and Chicago. It is supported by a further 7 (FTE) staff based in other International offices.
We are a small team covering the full breadth of financial crime risk management and across the Firm’s broad and growing product and geographical range. As such, we look for new hires who have the aptitude to work across the breadth of activities a financial crime compliance function performs.
We are hiring for an Associate whose primary responsibility will be Financial Crime Assurance. In addition, their role may evolve such that c.25% of their time is also allocated to supporting the enhancement and maintenance of our Policies and Training Framework. The role will be reporting to a Senior Financial Crime Manager who is currently also being recruited.
Responsibilities:
Assurance
• Scope and carry out assurance reviews of the Firm’s key financial crime controls. This would include for example: reviewing sanctions/PEP alerts and assessing whether they were reviewed correctly; reviewing sample KYC files and testing that these were performed in line with Policy.
• Draft scoping and objectives memorandums for all allocated assignments which suitably identify the core objectives and control areas subject to the assurance review
• Perform mapping of key risks and legal or regulatory obligations against the processes and procedures under review
• Test the operating effectiveness of the controls under review through designing appropriate testing programmes
• Provide robust and professional challenge to the first line functions through applying a risk mindset when assessing the design and operating effectiveness of controls
• Where issues/errors are identified, determine the root causes
• In conjunction with the Senior Financial Crime Manager, evaluate the risk rating of any findings
• Identify thematic findings and make recommendations to colleagues on how systems and controls could be designed/changed to prevent future occurrences
• Write up accurate reports and findings with precision and succinctness
• Engage with other colleagues across Financial Crime Compliance, Audit etc to ensure awareness of how financial crime effectiveness is being assessed through these other channels and ensure the work of the Assurance team is informed by (and does not duplicate) this
• Present to more senior stakeholders and be able to explain their methodology and findings, to a range of audiences with differing levels of financial crime expertise. It is critical that you can articulate issues based on risks and regulatory principles rather as well as with reference to specific regulations, market practice etc.
Policies and Training
FCC has a range of policies and training. These have developed over time and we now have an opportunity to enhance these further. There specific role will not be to own the policies and training (which will continue to be owned by the relevant subject matter experts) but to improve the governance and effectiveness of these. This will include:
• Review training materials to improve the quality of the content which may include: shortening areas that are repetitive, broadening the scope of it so that it has global application and not just UK, tailoring the content to be more bespoke to the financial crime risks specific to Marex’s products and services
• Producing an annual training plan and track delivery against it
• Setting core standards on training delivery and record keeping and maintaining the records
• Working with SMEs to produce targeted in-person training (e.g. for new joiners, for senior managers approving High Risk Customers, supervisors approving G&H) that can be consistently used globally
• Maintaining a register of all Policies (and associated documents such as Standards and Procedures). Proof reading all Policies to ensure they are consistent in style, use of definitions etc. and also, that there are no contradictions between policies
• Tracking all policy enhancement workstreams and taking them through the internal governance process

Experience:
• Significant experience in a compliance environment in financial services
• Excellent knowledge of financial crime regulation, associated guidance (e.g. FCA Guide, JMLSG), knowledge of findings identified by regulators in historic enforcement cases globally
• Strong understanding of audit/assurance methodologies (e.g. approaches to sampling, risk rating methodologies)
